Arts and Culture Digital Roadmap (2023)



The Arts and Culture Digital Roadmap (ACDR) is a strategic framework created by Singapore's National Arts Council (NAC) to guide the digital transformation of the arts and culture sector. It is a component of Singapore's broader push toward becoming a Smart Nation, recognizing the critical role of digital technology in enhancing creativity, engagement, and sustainability.


Key Objectives of the ACDR

  • Empowering the Arts Sector with Digital Capabilities:

    • Encourage arts organizations and practitioners to adopt digital tools for content creation, audience engagement, and operational efficiency.

    • Provide training and resources to up skill arts professionals in using technology effectively.

  • Enhancing Accessibility and Reach:

    • Use digital platforms to make arts and culture more accessible to local and global audiences.

    • Address challenges such as geographical barriers and inclusivity for people with disabilities through digital solutions.

  • Fostering Innovation and Collaboration:

    • Promote experimentation with technologies like Artificial Intelligence (AI), Augmented Reality (AR), and Virtual Reality (VR) in artistic creations.

    • Encourage collaborations between artists, technologists, and other sectors to explore new possibilities for creative expression.

  • Building a Resilient and Sustainable Arts Ecosystem:

    • Support the integration of digital revenue models, such as online ticketing and virtual performances, to diversify income streams.

    • Encourage the adoption of environmentally sustainable practices through digital innovation.

Framework and Action Plan

The ACDR is structured around three progressive stages:

  • Foundational Stage: (1) Establish a baseline digital competency among arts organizations and practitioners. (2) Provide tools and workshops for basic digital adoption, including social media marketing and online content creation.

  • Acceleration Stage: (1) Foster deeper integration of digital solutions into creative processes and business operations. (2) Encourage the use of data analytics for audience insights, enhancing marketing strategies and programming.

  • Transformation Stage: (1) Facilitate advanced innovation through the adoption of AI, AR/VR, blockchain, and other cutting-edge technologies. (2) Support the creation of immersive and interactive art experiences to redefine audience engagement.

Esplanade Offstage is a growing repository of videos, stories, podcasts and resources about the performing arts and culture in Singapore and Asia. Rich with content suitable for all ages to learn through and about the arts, Offstage demystifies the arts and offers in-depth perspectives for newcomers and arts lovers alike. This includes families and kids, schools and researchers. Offstage is produced by Esplanade – Theatres on the Bay, Singapore’s national performing arts centre.

Notable Initiatives Under ACDR

  • Digitalization Grants and Funding:

    • Grants are provided to support arts organizations in their digital transformation journeys.

    • Funding helps cover costs for digital tool adoption, training, and innovative projects.

  • Capability Building Programs:

    • Workshops and training sessions are offered to help arts practitioners develop skills in areas like digital marketing, video production, and virtual performance design.

  • Partnerships and Collaborations:

    • NAC fosters partnerships between the arts community and technology companies to explore new possibilities.

    • Collaborations with educational institutions help bridge the gap between arts and technology.


AI's Role in the ACDR

AI is a significant focus of the roadmap, with applications in areas such as:

  • Personalized audience engagement, such as AI-driven recommendations for performances or exhibitions.

  • Content creation, like AI-assisted design and music composition.

  • Streamlining operations through automation, improving efficiency in ticketing, customer service, and logistics.

The ACDR aims to future-proof Singapore's arts and culture sector, making it more resilient and adaptive to changes in technology and audience behavior. By embracing digital tools and fostering innovation, the roadmap seeks to create a vibrant, inclusive, and globally recognized arts ecosystem.
